The Directorate of Administration provides essential non-clinical support services that enable the smooth and sustainable functioning of Mengo Hospital. This directorate oversees a wide range of administrative functions critical to daily hospital operations, infrastructure management, supply integrity, systems reliability, and strategic partnerships.
The Operations function ensures that the hospital environment remains functional, safe, and responsive to the logistical and infrastructural needs of all clinical and administrative units. This function oversees:
- Hospital transport and fleet management
- Security services and personnel coordination
- Cleaning, sanitation, and general hospital hygiene
- Consistent access to water and electricity
- Maintenance and servicing of mechanical and electrical equipment
It is the backbone of day-to-day hospital functionality, working closely with both internal teams and external vendors to ensure operational continuity.

Mr. Saul Sekadde
Operations Manager
The ICT function is at the core of Mengo Hospital’s digital ecosystem. It oversees all technology infrastructure—both hardware and software—and ensures the integrity, security, and availability of information systems used across the hospital.
Key responsibilities include:
- Managing hospital-wide internet access and network infrastructure
- Administering hospital software systems including Hospedia, the hospital’s integrated management system
- Maintaining electronic health records (EHRs), patient databases, and digital archives
- Ensuring cybersecurity protocols and data protection measures
- Providing IT support and digital training for hospital staff
ICT is foundational to the hospital’s operational efficiency, clinical documentation, and administrative coordination.

The Supply Chain function ensures timely procurement and availability of goods and services required for the hospital’s clinical and non-clinical operations. This includes everything from medical supplies to utilities and construction materials.
The function is responsible for:
- Managing the entire procurement cycle
- Vendor engagement and contract management
- Monitoring inventory levels and restocking processes
- Ensuring procurement aligns with hospital quality and budget standards
- Supporting compliance with public and institutional procurement regulations
An efficient supply chain directly affects the hospital’s ability to deliver uninterrupted and high-quality care.
Mr. Isaac Barungi, Supply Chain Manager
The Estates & Engineering function is responsible for the physical infrastructure and technical maintenance of Mengo Hospital. It oversees ongoing and planned construction, renovation, and maintenance activities on all hospital properties.
Key duties include:
- Supervising building works and all civil engineering projects
- Managing contractors and external project consultants
- Overseeing hospital facilities such as power, plumbing, elevators, and equipment
- Leading a multidisciplinary in-house team including electricians, plumbers, masons, and clerks of works
- Supporting compliance with health and safety codes, building standards, and energy efficiency protocols
This function plays a vital role in ensuring that hospital infrastructure supports clinical excellence and long-term growth.
Eng. Isaac Mukiibi, Hospital Engineer
The Business Development function is a strategic pillar within the Directorate of Administration. It is tasked with expanding the hospital’s reach, growing revenue streams, and fostering partnerships that ensure long-term sustainability.
Responsibilities include:
- Managing relationships with insurance providers and corporate clients
- Exploring and negotiating strategic business partnerships
- Leading contract discussions and service-level agreements with institutional partners
- Supporting innovation in service delivery and new business initiatives
- Coordinating with the hospital finance office on revenue assurance and forecasting
This office is crucial in ensuring Mengo Hospital remains financially resilient while expanding its service footprint through strategic alliances.

Business Development Manager
The Brand, Communications & Partnerships function is responsible for shaping and protecting the public image of Mengo Hospital. Operating under the Office of the Executive Director & the Director Administration, this function plays a critical role in advancing the hospital’s visibility, credibility, and relationships with key stakeholders; locally and internationally.
It leads the development and execution of all internal and external communication strategies, ensuring that the hospital’s messages are clear, consistent, and aligned with its mission and values. This includes public relations, media engagement, crisis communication, staff communication, digital platforms, and storytelling that captures the impact of Mengo Hospital’s work.
The department also oversees brand management, ensuring the hospital’s visual and verbal identity is upheld across all materials and platforms, and actively supports strategic partnerships that add value to the hospital’s services, programs, and long-term sustainability.
All official communication from or on behalf of Mengo Hospital is coordinated through this office, with the Communications Manager serving as spokesperson only when delegated by the Executive Director. Strategic communication, particularly at the institutional level, remains under the leadership of the Executive Director.
