Mengo Hospital is the oldest Hospital in Uganda having been founded in 1897. It is a Christian, Missionary founded, Private Not-For-Profit (PNFP) Hospital. It is categorized as a General Hospital by government, but operationally it is a referral Hospital. It has offered treatment to tens of thousands of people over the years. The once Missionary Hospital simple structures, developed into the present-day 300-bed hospital, spread over 22 acres of land at Namirembe Hill. Mengo Hospital seeks to recruit qualified person to fill the following vacant position:

Job Title: Procurement Manager.
Reports to: Medical Director.
Supervises: Procurement Officers
Location: Kampala.Job Summary:

To head and manage the procurement and disposal function of the Mengo Hospital (MH) and maintain effective and efficient functioning of all procurement and disposal activities to ensure organizational objectives are met while obtaining demonstrable value in accordance with established MH policies and procedures. To provide technical assistance and support MH Management, staff and the Tender and other committees on all procurement and disposal matters and give the necessary professional support to all MH departments, sections and projects in regards to procurement and disposal activities. To lead and contribute the development and implementation of organizational strategies and procurement policies and good practices.

Roles and responsibilities:

1. Procure goods & services required by MH in a timely manner in order and contribute directly to the achievement of MH over all goals and procurement targets.
2. Develop and review the procurement manual, procurement and disposal policies, systems, strategies, plans and procedures and take appropriate actions.
3. Ensure contracts and memorandum of understanding are professionally prepared to mi nimise risk to MH while achieving the desired outcomes
4. Manage all procurements and disposal activities of Mengo Hospital as required;
5. Take the lead in guiding user departments to develop procurement plans and preparation of aggregated MH procurement plan in time and ensure adherence to the procurement plan.
6. Provide procurement professional quality assurance and support to implementation of annual /Quarterly procurement plans of designated departments of the Hospital.
7. Participate in the evaluation of bids and guide the Tender committee in the selection of successful bidders
8. Provide professional and technical support to management on procurement issues and related matters.
9. Establish a procurement tracking system for monitoring of all Mengo Hospital procurement activities;
10. Periodically carry out prequalification of vendors, create and manage a data base of pre-qualified vendors as well update vendors list.
11. Ensure that only reliable legitimate and capable vendors shortlisted or selected to provide goods & services and obtain value for money
12. Track performance of all supply contracts, ensuring contact managers file regular reports and confirm delivery of goods/services;
13. Establish and implement performance monitoring system for all suppliers and consultants and ensure timely updates of the system;
14. Prepare and present reports, papers and briefs to Management, on issues related to procurement and disposal of assets as may be required;
15. Supervise, motivate staff of the procurement and performance of all staff placed under the Procurement department.
16. Advise Management and staff of MH in determining their procurement needs and preparing proper specifications or terms of reference for their procurement requirements
17. Identify reliable vendors from the pre-qualified list or market for the supply of goods and services required .
18. Advise on the contracting arrangements and evaluation methodology/criteria and take lead in preparation of solicitation document or bid invitation letters.
19. Carry out market surveys regularly to ensure adequate market knowledge to assist in carrying out procurement or disposal work. Professionally.
20. Follow clearance of goods and payment of taxes on imports
21. Develop without compromising ethical principles good relationship with providers of goods and services to MH
22. Prepare and implement an asset disposal plan in consultation with key technical and relevant departments as well as guide Management and staff on disposal processes
23. Any other related assignments as may be assigned by your supervisor.

Qualifications and experience:
1. An Honours degree in Procurement and Supply Chain Management OR Business Administration, Economics, Finance, Medicine , Pharmacy, Engineering or any business or relevant related field with a Postgraduate Diploma in Procurement from a recognized university
2. Must have professional qualification in procurement from the Chartered Institute of Procurement and Supply Management of United Kingdom or its equivalent from a from a recognized institute with a valid/up to date membership ; Membership to the Institute of Procurement Professionals of Uganda (IPPU) is an added advantage.
3. A Master’s degree in Business Administration, Economics, Finance or related discipline shall be an added advantage;
4. Working experience of at least 8 years in a procurement unit involved in day to day management of procurement activities with a minimum of 3 years experience as head of a procurement function and in a fairly large reputable organization .

Skills and Abilities:
1. Should have knowledge of, and experience with the procurement environment in Uganda.
2. Should demonstrate experience in planning and timely implementing procurements;
3. Must have a track record of high professional integrity and ethical conduct and not corruptible.
4. Must have strong interpersonal skills, good communication skills and be self-driven
5. Should be flexible, able to work under pressure and able to respond effectively to unforeseen workplace circumstances;
6. Excellent analytical and negotiation skills essential;
7. Must be Computer literate with experience and working knowledge in at least Word, Spreadsheets and PowerPoint
8. Must demonstrable leadership skills.

JOB OPPORTUNITY1. PERSONAL ASSISTANT Job summary          

To provide administrative support and excellent secretarial services to the Medical Director’s (MD) office

Minimum qualifications, experience and skills required

(a)   A high caliber person with a University Degree in Secretarial Studies; or a Diploma in Secretarial Studies plus a relevant University  Degree preferably in Administration, Social Sciences or Arts from a recognized institution, with excellent computer skills. Additional training and qualification in office management is a competitive advantage.

(a) Heads the Nursing Department (b) Oversees the planning and administration of Nursing services at the Hospital (c) Ensures 24-hour Nursing services coverage at the Hospital (d) Ensures proper implementation of Nursing procedures (e) Manages the Hospital Nursing staff

Minimum qualifications, experience and skills required

(a) A qualified and experienced double trained and registered Nursing Officer holding a BSc.N Degree or the equivalent from a recognized University. Additional training and qualification in Nursing Administration, Health Services Management or Public Health is a competitive advantage.

(b) At least ten (10) years’ relevant working experience, three (3) of which in the same position/role (PNO) or the equivalent at Senior Nursing Officer level in a large Hospital or health facility

(c) Computer literate; with good organization and leadership skills

(d) Registered and licensed by the Uganda Nurses & Midwives Council

(e) A balanced, mature and dynamic Nursing Officer of at least 35 years.

 

3. DEPUTY WARD MANAGER – MATERNITY WARD

Job summary                                

Ensure that the Maternity Ward and clinics are run efficiently and effectively with due regard to Customer care and quality services.

Qualifications, experience and skills required

(a) Must be a qualified Midwife holding a BSc.N Degree, or Diploma or Double Trained/ Registered. Additional qualification and hands-on training in Health Services Management, Customer care or Hospitality Management is a competitive advantage.

(b) At least 3 years’ relevant working experience, including Managerial/Administrative roles, in a maternity set up; with good leadership skills

(c) Must be registered and licensed by the Nurses &Midwives Council

(d) A balanced and mature midwife with a dynamic personality of at least 30 years.

 

4. ORTHOPEDIC SURGEON    

Job summary                                

To provide and maintain curative and preventive orthopedic health and medical care at the Hospital

Minimum qualifications, experience and skills required

(a) MB. ChB Degree plus Master of Medicine Degree in Orthopedics from a recognized University or

(b) Must be registered and licensed  with the Uganda Medical and Dental Practitioners Council

(c) At least 3 years relevant working experience at specialist level

 

5. MEDICAL LABORATORY TECHNOLOGIST    

Job summary                                    

(a) Carrying out specialized Laboratory analysis for disease diagnosis, treatment, prevention, control and research (b) Provide effective technical and supervision of operations and staff in the Lab.

Minimum qualifications, experience and skills required

(a) A Bachelors Degree in Biomedical Laboratory Technology (BLT) or the equivalent from a recognized Institution; computer literate; with comprehensive knowledge of procedures for Laboratory diagnostics, informatics and management. Knowledge of implementing quality management system (SLIPTA/SLAMPTA) will be a competitive advantage.

(b)  At least 5 years’ relevant working experience including managerial/administrative roles in a busy Medical Lab., with ability to work under minimum supervision

(c) Must be registered and licensed by the Allied Health Professionals Council

(d) A balanced, mature and dynamic person of at least 35 years.

 

6. DENTAL LABORATORY TECHNOLOGIST     

Job summary                                    

(a) Supervise the Hospital Dental Laboratory (b) Designing, fabricating and fitting dental prosthetic appliances for patients including dentures, crowns and bridges

Minimum qualifications, experience and skills required

(a) Bachelors Degree in Dental Laboratory Technology (DLT) or the equivalent from a recognized Institution

(b)  At least 3 years’ relevant working experience

(c) Must be registered and licensed by the Allied Health Professionals Council

 

7. PHARMACY TECHNICIAN  

Job summary                     

Dispensing and compounding medicines according to prescriptions

Minimum qualifications, experience and skills required

(a)Diploma in Pharmacy from a recognized institution; computer literate

(b)Knowledgeable about simple pharmaceutical production, inventory management and accountability for resources (c) At least (1) year’s relevant working experience and exposure in a Pharmaceutical Medical setting Must be of a high integrity and observant of the ethical code of conduct

(c) Must be duly registered with Allied Health Professionals Council (d) At least 25 years of age

 

8. INTERNAL AUDIT OFFICER

Job summary          

(a) Responsible to the Internal Audit Manager (b) Conducting periodic audits and special investigations in line with the annual audit plan and submitting timely and quality audit reports

Minimum qualifications, experience and skills required

(a) Bachelors Degree in either Commerce, Finance, Business Administration (accounting option) plus  at least Level II of professional qualification in auditing or accountancy;  OR Full professional qualification in auditing or accountancy such as  CIA, ACCA, CPA or CIMA (b) Computer knowledge and proficiency in using Microsoft Office and Accounting Packages (c) Knowledge of Generally Accepted Auditing Principles and Internal Control Procedures

(d) 5 years’ relevant working experience in internal auditing, with career progression gained in sizable and busy reputable organization(s)

(e) A balanced, mature and dynamic person of at least 30 years.

 

9. DEPUTY HOSPITAL ADMINISTRATOR

 Job summary          

Deputizes the Hospital Administrator in planning, organizing, directing, coordinating, supervising, monitoring, controlling and evaluating the Hospital administration and support services function in accordance with the established Hospital administrative policies and procedures.

Minimum qualifications, experience and skills required

(a) A Bachelors Degree in Hospital and Health services Management, Business Administration, Public Administration or Social Sciences, plus a postgraduate qualification in Management. Must be computer literate. Additional training and qualification in Law is a competitive advantage.

(b) 5 years’ relevant working experience in administration at Officer Level, preferably in an NGO, private sector or private health care setting (c) Should have skills in project management

(d) Must be a person with integrity, of not more than 40 years

 

 10. MEDICAL RECORDS SUPERVISOR

Job summary          

Supervising the Hospital Medical Records unit efficiently and effectively with due regard to the safety and confidentiality of records and information on patients.

Minimum qualifications, experience and skills required

(a) A Bachelors Degree in Medical Records Management or in Library and information Science or the equivalent. Must be computer literate. Working knowledge of medical terminology and diagnosis, as well as additional training and qualification in administration is a competitive advantage.

(b) At least 5 years’ relevant working experience including managerial/administrative roles preferably in a Medical Records Unit (c) A balanced, mature and dynamic person of at least 30 years.

 

11. ADMINISTRATOR – TRAINING SCHOOLS

Job summary          

Planning, organizing, directing, coordinating, supervising, monitoring, controlling and evaluating the administration and support services function in the Hospital Training Schools in accordance with the established Hospital administrative policies and procedures

Minimum qualifications, experience and skills required

(a) A Bachelors Degree in Business Administration, Public Administration or Social Sciences, plus a postgraduate qualification in Management. Must be computer literate. Possession of additional training and qualification in Education is a competitive advantage.

(b) 8 years’ relevant working experience in administration at Senior Officer Level, preferably in a big organization (c) A balanced, mature and dynamic person of at least 40 years.

Background

At the time Sir Albert Cook founded Mengo Hospital min 1897, dental treatment then consisted primarily of tooth extraction. This treatment was performed by the medical staff. A dental clinic was opened in the outpatient department in early 1980. It was staffed by one Dentist and one Chairside Assistant working with one Dental chair.

The Clinic steadily grew in terms of staff and equipment. By 1987, three Public Health Dental Officers (PHDA) had joined the Dental Surgeon and there were five Chairs in operation. Almost all the equipment being used then was secondhand, and had been provided by donors. In the same year (1987), Makerere University graduated its first lot of Dental Surgeons and Mengo Dental Clinic began receiving Dental Interns for training.

Dr. Brian Carr-Harris, a Canadian Dentist, on his first trip to Africa, happened to come to Mengo Hospital Dental clinic in 1999 as a visiting Dental Surgeon. Dr. Brian was impressed by the staff motivation to work, but devastated by the equipment they were using, which he described as being “fit for the museum.” He made a commitment to raise funds to get new equipment for the Dental clinic. Together with some friends, he formed a charity organization; Friends of Mengo Canada, which spearheaded the fundraising activities for new dental equipment. They received large contributions from Rotary International, Friends of Mengo UK; Friends of Mengo USA and provided funding for a new Dental building. We are grateful for the tremendous support we received from these friends.

Construction work for the new Dental Clinic started in 2001, and the Clinic was officially opened in March 2005. At the time of opening, the new clinic boasted of 8 Dental Chairs, plus 2 old Chairs were put into use to make a total of 10 surgeries. The new facility has seen an increase in both income and number of patients treated. Using income generated by the Clinic, two new Chairs and units were purchased to replace the old ones. The Clinic now boasts of ten fully opereational surgeries with modern, state of – the – art equipment, including Panoramic X-rays. This makes the Mengo Hospital Dental Clinic the biggest and perhaps the best in the country.
