The Directorate of Finance, Risk & Compliance plays a critical role in ensuring the financial health, regulatory compliance, and long-term sustainability of Mengo Hospital. This directorate provides leadership and oversight for the hospital’s financial planning, budgeting, resource allocation, and risk management frameworks.

It ensures that all financial operations are conducted transparently, efficiently, and in line with national accounting standards and internal policies. The directorate is also responsible for safeguarding hospital assets, monitoring financial performance, and advising hospital leadership on strategic financial decisions that affect service delivery and institutional growth.

The Financial Controller is responsible for the day-to-day financial operations of the hospital. This includes overseeing accounting processes, preparing financial reports, supporting audits, and ensuring timely reconciliation of accounts. The controller ensures compliance with financial policies and procedures, supports internal financial controls, and plays a pivotal role in budgeting and financial planning.
The Financial Controller reports directly to the Director of Finance and serves as a key advisor on matters of financial efficiency and sustainability.

Ms. Racheal Birabwa
Mengo Hospital’s Accountants are tasked with managing financial transactions across various departments, ensuring accurate and timely processing of payments, invoices, and staff claims. They provide financial data to support management decisions, ensure compliance with financial reporting standards, and support both internal and external audits.
They are instrumental in maintaining the hospital’s financial integrity and transparency.
The Credit Manager oversees the hospital’s credit portfolio, ensuring effective management of all credit accounts, including corporate clients, insurance partners, and other institutions that access hospital services on a credit basis.
This role includes:
- Vetting and onboarding credit clients
- Monitoring account performance and payment timelines
- Coordinating with billing and collections teams
- Ensuring credit policies are consistently applied
- Minimizing financial risk related to unpaid services
This office is essential in maintaining strong relationships with key clients while ensuring the hospital remains financially secure.
The Risk & Compliance Officer is responsible for identifying and mitigating potential risks i.e legal, operational, reputational, or financial that may affect the hospital. This role ensures that Mengo Hospital adheres to all applicable regulations, standards, and internal policies, including those related to financial reporting, data protection, procurement, and clinical practice.
Duties include:
- Monitoring compliance across departments

- Supporting internal investigations and audits
